Chinese Culture University Principle for Research Logbook Management and Furnishing

Article 1

The present Principle is prescribed by the Chinese Culture University (“the University”) to protect intellectual property rights, accumulate research and development achievements in science and technology, safeguard the rights of research personnel, and provide legal evidences of originality.

Article 2

Any faculty, staff member or student of the University who is executing a project for either the Council of Agriculture, Executive Yuan or an affiliated unit thereof or is involved in a research, experiment or inventive effort for which filing of an application for patent rights is intended shall properly furnish a research logbook.

Article 3

Management and safekeeping of research logbooks

  • Research logbooks shall be printed, numbered, and allotted by the Office of Research and Development.
  • Research logbooks shall be classified as confidential information and, upon completion of record entry, shall be locked in a designated locker for safekeeping in the custody of a pertinent unit, which shall bear the responsibility of safekeeping.
  • Research logbooks shall be surrendered by a project moderators, lab moderator or faculty advisor upon severance or retirement to the Office of Research and Development for retention by the University; research logbooks shall be surrendered by a research assistant or student upon severance, graduation or withdrawal to a project moderator, lab moderator or faculty advisor; research logbooks shall neither be removed nor privately handed over to a third party, and, copies may be made only upon approval by the project moderator, lab moderator or faculty advisor and by the Office of Research and Development.

Article 4

Research logbooks shall be furnished as follows:

  • Research logbooks shall see data entry at least once a week, where contents logged comprise experimental data, information, and changes thereof, personal inspirations, preliminary conceptions, discoveries, creativities, experiences, accounts of interviews, trainings, meeting minutes and failed attempts or experiments, all of which shall be duly detailed and logged. For a research and development achievement in the form of a trade secret, when composing the research logbook, public disclosure of the true values of its manufacturing process, composition, proportions, and procedures shall be avoided; nonetheless, all of the effects of any experiment shall be fully presented.
  • Use of a writing instrument for permanent writing, such as a ballpoint pen or a fountain pen, shall be required for research logbooks, use of a pencil is not allowed, and, the name of each experimenter, logbook numbers, project start and end dates, and project moderators, lab moderators or faculty advisors shall be explicitly stated.
  • Research logbooks shall not be destroyed, the spines shall not be in a binder or removable form, dates shall be filled in before entering logs into a page, any log error or clerical error shall neither be erased nor be altered but shall be struck out with a line.
  • Log entries shall not be made on detachable sheets of paper that are subsequently attached onto a logbook; for any photograph, diagram, and table that needs to be attached, it shall be witnessed by a signature signed across the attachment and the page thereunder.
  • Log entries shall be filled successively without leaving any space blank, any remaining portion on a page shall be struck out, different dates shall be entered on different pages, and only contents of a same project may be recorded on a same page.
  • In order to allow a work to be continued by a person taking on said work and to protect intellectual property rights, log entries in logbooks shall be made clear and precise, and simple descriptions and conclusions shall be provided.
  • For the purpose of safeguarding the rights of individuals, upon completion of log entry, the signature of at least one witness shall be required, and if the content involves an important conception, conclusion or invention, two or more witnesses shall be required to personally sign and date; no co-inventor shall be allowed to serve as a witness.

Article 5

Signatures required per the present Principle may not be substituted by a stamp.

Article 6

The present Principle and any amendments thereto shall be promulgated and implemented upon being adopted by the Management Committee for Research and Development Achievements and Technology Transfers.

  • In case of any discrepancies between the Chinese original and this translation, the Chinese original shall prevail.
